Program Purpose

To ensure that regulatory strategies selected for projects are optimum from a regulatory and cost perspective using a program that is guaranteed to be risk free.

The Process

  • A client identifies a project(s) that warrant review; the project can be in the planning stage or can already be implemented (i.e., the program is ideal for sites with operating pump and treat systems that appear incapable of meeting cleanup goals).
  • WSP Environment & Energy reviews the files and discusses the remedial strategy with the lead client representatives.
  • If the currently proposed project strategy is determined to be cost effective, the process stops and there is no fee.
  • If cost savings are identified that warrant changing the current remedy, then a summary document is prepared desribing WSP Environment & Energy's project strategy.

If desired, WSP Environment & Energy will discuss the strategy with the client before preparing the summary document to ensure that the client agrees that the strategy is sound and that cost savings will likely be realized. If there is any uncertainty about the cost savings, then the process will stop

Advantages

The remedial review provides clients the confidence that the remediation strategies implemented are cost effective, optimum strategies. If WSP Environment & Energy identifies a better or improved strategy, then the client can implement it using WSP Environment & Energy or its current consultant. There is absolutely no financial risk because the client pays nothing unless cost savings are identified that warrant changing or modifying the remedy.

As an option, Environmental Strategies can provide a fixed remediation cost for properties with sufficient characterization data through its Liability Transfer Program.

Cost

If WSP Environment & Energy is retained to implement the new strategy and complete the project, the client saves money over what it would have paid. If the client chooses to use its current consultant, WSP Environment & Energy is paid a fair percentage of the identified cost savings, typically 10 to 15 percent, but no less than $5,000.
